Johns served as White House presidential speechwriter for President George H. W. Bush and, after the Cold War’s end, as director of global programs at the International Republican Institute, where he developed U.S. government-supported programs to strengthen democratic institutions and monitor elections in emerging democracies in Africa, Asia, the Caribbean, Latin America, the Middle East, the Persian Gulf, and the former Soviet Union.
